I have never tried it, but maybe there is an Arabic keyboard layout manager.

I don't think that will ever come back, but you can reorder the tabs by drag-and-drop.

Here it works as expected, so we don't know what fails on your side.

Ctrl+Tab should move to the next Tab and Ctrl+Shift+Tab to the previous one.

What version do you use?

I can imagine it would be helpful to have specific layouts for regular fonts, variable fonts, and color fonts.

I am able to reproduce the problem, but since we use a standard Windows control, we can't do anything about it.
