Apostrophe or single right quote ?

I’ve noticed something that seems to be a bit odd and unexpected.

When I type an apostrophe on my keyboard, I get different characters in FontCreator and Microsoft Word.

FontCreator gives me U+0027
Word gives me U+2019

(For the purpose of my font, I’ve made the two glyphs identical.)

Word has a smart quotes option.
