The font does not contain a ligature feature for Turkish, so the fi ligature will not be substituted when Turkish is selected as the language.
As you also noticed, the i is replaced with i.dotaccent, which is worth investigating. The order in which the OpenType features are applied may also play a role.
You can reproduce this behavior in FontCreator’s preview by selecting Latin as the script and Turkish as the language. The result should be similar to InDesign, where f i is not substituted with the fi ligature.
Thank you very much. the issue is solved by that: After I removed localized forms in Turkish language, I added standard ligatures to Turkish language.
