I have looked in the user manual and nowhere does it tell you how exactly to assign tags! For instance, I would like to tag all of my handwriting fonts, so I could use that tag but I don’t see any way to move a font into that tag name.

The help file looks clear enough to me.
The Font Tags panel allows you to quickly add one or more tags to the current selected font(s). To add a tag to a font, simply click on the balls to the left, or select one or more tags and use the toolbar buttons or the context menu to add or remove them.
That didn’t work for me. When I clicked on the green ball to add that font to a tag, I get “are you sure you want to uninstall this font?”

I tried right clicking on the green ball and there are a number of options that come up but nothing about tags
So, once again, how do I add a font to an existing tag???
If you click the green balls next to active fonts in the font list panel, that will uninstall the font(s).
The help file says to click the balls in the Font Tags panel, which will not be green (unless you have already tagged the selected fonts).
My Free Fonts are all tagged with the “Download” tag.
Those in the view with a green ball are installed.
The versions without a green ball are uninstalled, and have fewer glyphs (for my smaller Web font versions).
Its not working for me. I get this far but how do I tag this font???
The Tags Panel is not even enabled in your screenshot. Enable it from the View menu.
